Makoto
Utsumi is president and chief executive officer of the
Japan
Center
for International Finance as well as the director of UFJ
Holdings Inc. He is a former professor on the Faculty of
Business and Commerce at
Keio
University
in
Tokyo
, where he served from 1992 to 2000. From 1957 to 1991, Mr.
Utsumi worked for the Japanese Ministry of Finance, where he
held various positions including director general of the
International Finance Bureau and vice minister of finance
for international affairs. During his career with the
Ministry of Finance, Mr. Utsumi represented the Japanese
government in various international negotiations, including
G7 meetings, the Plaza Accord, and the South American
financial crises of the 1980s. Mr. Utsumi's specific
research interests are in the fields of international
finance and tax policy. He received a B.A. in law from
Tokyo
University
